Prime Minister, Dr. Nsengiyumva Justin, on Monday urged local and central government leaders to work together to improve service delivery and put citizens first, emphasizing teamwork and shared responsibility in building a stable and secure society.
Speaking at a one-day meeting at the Rwanda Military Academy in Gako, Bugesera District, Dr. Nsengiyumva said leaders must act as a cohesive team to ensure effective governance. The meeting, themed “Citizen First,” reviewed the role of government institutions in advancing national development.
“We must strive to work together in unity, improving operations and collaboration across all institutions,” he said. “Providing quality services to citizens should become a culture because it is our responsibility as leaders.”
Dr. Nsengiyumva stressed that no institution should act independently. “Our efforts should complement one another, because we share responsibilities and serve the same citizen,” he said.
He reminded leaders to respond promptly to citizen needs and escalate challenges to relevant authorities when necessary. He also highlighted issues that should not be ignored, including poor sanitation and substandard alcohol.
The meeting also assessed progress on Rwanda’s Second National Strategy for Transformation (NST2), which runs from 2024 to 2029. Under NST2, the government aims to create at least 1.23 million jobs, double exports, provide clean water and electricity to all citizens, improve education quality, combat malnutrition, and advance technology.
