Ngoma District has claimed the top spot in the Imihigo performance rankings for the 2024/2025 fiscal year, while Rulindo and Nyabihu finished at the lower end of the table.
Rwanda’s performance contract system, tracks how districts meet their annual development targets. The latest results, published by the National Institute of Statistics Rwanda (NISR), show a strong showing from districts in the Eastern Province, which claimed three of the top five spots.
Ngoma led the pack with a score of 77.2%, followed closely by Gisagara at 76.6% and Nyagatare at 74.3%. Other top performers included Gakenke (74.2%) and Gatsibo (73.5%).
Further down the rankings, Nyamagabe achieved 73.5%, Muhanga and Gicumbi both scored 73.0%, while Rwamagana and Kirehe each recorded 72.7%. Bugesera followed closely on 72.6%, with Kamonyi at 72.5% and Nyamasheke at 71.9%.
Mid-ranking districts included Nyaruguru (70.5%), Huye (68.8%), Ruhango (68.4%), Karongi (67.4%), and Rusizi (66.9%). Burera scored 66.0%, Kayonza 65.8%, Nyanza 65.6%, Ngororero 65.0%, Musanze 64.1%, Rubavu 62.6%, and Rutsiro 61.0%.
At the bottom of the table were Rulindo with 59.1% and Nyabihu with 54.4%.
The Imihigo contracts, signed by government ministers, district mayors, senior executives, and the President, are designed to accelerate the country’s development goals as laid out in national strategic plans.
A high score usually means a district is organized, delivers projects on time, and follows through on plans. But critics sometimes question whether the scores fully reflect what people experience on the ground, especially in areas like service quality.
Districts must also show how they contribute to bigger government strategies, like long-term development plans.
