Rwanda has appointed new permanent secretaries to the Ministries of Sports and Youth and Arts, in the latest changes to the country’s senior civil service.
Brave Olivier Ngabo has been named Permanent Secretary in the Ministry of Sports, while Parfait Ishungure takes over as Permanent Secretary in the Ministry of Youth and Arts.
The appointments were announced on Wednesday.
Ngabo joins the Ministry of Sports after serving as Permanent Secretary in the Ministry of Youth and Arts since December 2024. He replaces Candy Basomingera, who had held the position for about a year following her appointment in July 2025.
Ishungure moves into the Ministry of Youth and Arts from the Ministry of Foreign Affairs and International Cooperation, where he previously served as a Senior Officer. He succeeds Ngabo in the role.
Ngabo holds a Doctorate in Management Studies from the Kazian School of Management and a Master’s degree in Marketing and Sales from the Rome Business School.
Ishungure holds a Master’s degree from Nantes Université in France and has also completed executive public administration training at the Institut National du Service Public (INSP), one of France’s leading institutions for training senior public officials.
The appointments form part of ongoing changes within Rwanda’s public administration as the government continues to reshuffle senior officials across key ministries.
