Rwandans Urged to Prepare for Future Increase in Health Insurance Contributions

Rwandans should anticipate an upcoming adjustment in their health insurance contributions, according to Dr. Regis Hitimana, Chief Benefits Officer at the Rwanda Social Security Board (RSSB). While the current community-based health insurance system, Mutuelle de Santé, will remain in place, an increase in contributions is expected in the future to ensure the program’s sustainability.

Mutuelle de Santé program has played a crucial role in providing affordable healthcare across the country. Currently, people contribute either 3,000 or 7,000 Rwandan Francs annually, covering approximately 40% of healthcare service costs, with the government subsidizing the remainder.

In a February 9, 2025, interview with the Rwanda Broadcasting Agency (RBA), Dr. Hitimana highlighted that the last adjustment in Mutuelle contributions was made 14 years ago, despite the rising costs of healthcare services. “We have been evaluating this issue carefully, but no changes will be made this year. However, Rwandans should begin preparing for a contribution increase, as the current structure is no longer financially viable,” he stated.

Dr. Hitimana also noted that discussions about adjusting contributions initially surfaced during the COVID-19 pandemic but were postponed. “As Rwanda continues to grow, we must secure sustainable funding for essential services like healthcare. With donor support decreasing, it is clear that we need to find local solutions,” he explained.

Although the exact timeline for the increase has not been confirmed, Dr. Hitimana reassured the public that any changes would be implemented to maintain high-quality healthcare for everyone.
