Rwanda has partnered with Raffles Family Office, an Asian wealth management firm, to attract hundreds of millions of dollars in private investment for projects spanning aviation, tourism, real estate and infrastructure, including developments associated with the country’s planned Formula 1 Grand Prix.

The agreement with the Rwanda Development Board (RDB), announced Oct. 22, 2026, is intended to connect international investors with projects the government has identified as priorities for economic development.

Raffles Family Office plans to use its network of wealthy individuals, families and international investors to promote opportunities in Rwanda. The proposed investment pipeline includes Kigali International Airport in Bugesera, Airport City, hotels, tourism facilities, entertainment and commercial real estate.

The target of attracting hundreds of millions of dollars over the coming years is an investment ambition; the announcement does not specify how much funding has already been secured.

The partnership comes as Rwanda prepares to host a Formula 1 African Grand Prix in the early 2030s. Formula 1 announced a 10-year agreement with Rwanda on Oct. 13, with the first race expected after construction of a purpose-built circuit in Bugesera, near the new international airport.

Rwanda is seeking to use the event to generate business opportunities beyond motorsport, including demand for accommodation, air transport, tourism and other services. The investment opportunities being presented to prospective financiers also extend to Kigali, Musanze and other parts of the country.

RDB Chief Executive Jean-Guy Afrika said private-sector participation would be important to realizing the broader investment opportunities associated with Formula 1.

He described the race as a catalyst for investment across aviation, hospitality, tourism, entertainment, real estate and related services, adding that the partnership was expected to support business development and job creation.

Raffles Family Office Chief Executive Chi Man Kwan said the agreement would help connect the firm’s clients with opportunities in sectors Rwanda has prioritized for development. He also highlighted the potential for international capital to support long-term investment in Rwanda and elsewhere in Africa.

Established in 2016, Raffles Family Office provides wealth management and investment services to high-net-worth individuals and families. Its services include investment planning, asset management and succession planning.

In September 2026, the firm appointed Jean de Dieu Uwihanganye as principal for emerging markets and business development. He previously served as a minister of state in Rwanda’s Ministry of Infrastructure and as the country’s ambassador to Singapore.

The appointment is part of the firm’s efforts to expand its engagement across emerging markets and connect investors with opportunities in Africa.

Under the agreement, Raffles Family Office will promote projects identified by the RDB to potential investors. The parties have not publicly specified individual investment commitments or disclosed a breakdown of the expected funding across the proposed projects.
