Rwanda’s Chief Justice Domitilla Mukantaganzwa on Wednesday urged newly sworn land title registrars to intensify efforts to address persistent land-related challenges affecting citizens.
Mukantaganzwa made the call on March 11, 2026, while presiding over the swearing-in ceremony of three land title registrars: Dr. Biraro Mireille, Twizeyeyezu Jean Pierre and Uwayisenga Vedaste.
She said Rwanda has made notable progress in land governance, emphasizing that most citizens now enjoy legally recognized land ownership rights. However, she noted that challenges related to land management and administration still require attention.
“Land management in Rwanda has reached a positive stage, and today citizens are proud to have rights over their land,” Mukantaganzwa said. “What remains is ensuring that the land is used properly. There are still several issues linked to land management.”
The Supreme Court expressed confidence that the newly sworn registrars will contribute to resolving land-related issues while working closely with other relevant institutions.
Mukantaganzwa also urged the officials to carry out their duties with integrity, professionalism and dedication, stressing that the country has placed its trust in them.
She thanked their families for supporting them as they take on what she described as a challenging public responsibility and encouraged them to continue offering support as the registrars serve the nation.
The newly sworn officials said they are committed to delivering efficient and responsive services to citizens.
Biraro told reporters that listening carefully to citizens will be essential to understanding land-related concerns and providing timely responses.
“If citizens are not received well or their concerns are not addressed promptly, they may not return, and we risk missing important information,” she said.
Uwayisenga Vedaste, who will serve as a custodian of land title records, said the officials will focus on addressing issues such as boundary corrections and ensuring land use complies with national land-use plans.
