Rwanda’s Cabinet has approved the appointment of a new Permanent Secretary at the Ministry of Justice and a new Director General of the Rwanda Food and Drugs Authority (Rwanda FDA).
Bibiane Umuzayire Burayobera will take over as Permanent Secretary at the Ministry of Justice; she replaces Théophile Mbonera, who had held the position since 2020, while Raymond Muganga has been appointed to head Rwanda FDA. She replaces Théophile Mbonera, who had held the position since 2020.
The changes also affect the Rwanda Law Reform Commission (RLRC), where Parfait Izere has been appointed Vice Chairperson. Marie Jeanne Munezero and Samuel Ngirinshuti have been appointed commissioners.
At Rwanda FDA, Cabinet appointed Associate Professor Raymond Muganga as Director General.
Muganga had been serving as acting Director General since August 13, according to Rwanda FDA. Before taking up the acting role, he headed the authority’s Laboratory Services Department, a position he had held since April 2024.
His appointment comes as Rwanda FDA is facing scrutiny over the regulation of alcoholic beverages.
The authority’s former Director General, Pro Emile Bienvenue, was among 13 people ordered into 30-day remand by Kicukiro Primary Court on September 3 in a case involving allegations linked to illicit alcoholic beverages.
The court case is ongoing. The appointment of Muganga does not, by itself, establish a link between the case and the change in leadership at Rwanda FDA.
Cabinet also appointed Jean Pierre Munyampundu as Head of the Food Department and Monia Kabandana as Head of Laboratory Services at Rwanda FDA.
Elsewhere, Olivier Mushimire was appointed Clerk of the Senate, while Jean Pierre Rwagasana was named Director General in charge of Corporate Services at the Ministry of Justice.
Charles Munyaneza was appointed Director General of the National Rehabilitation Service.
Chadia Ingabire was appointed Director General in charge of Corporate Services at the Ministry of Local Government.
The appointments were among decisions approved during the Cabinet meeting of September 18. The Office of the Prime Minister has published the Cabinet communiqué and resolutions from the meeting.
