The Rwanda Defence Forces (RDF) and Rwanda National Police (RNP) have launched nationwide initiatives to improve citizens’ welfare through joint community projects.
The program, themed “Partnership Between Citizens, Military, and Police in Commemorating Liberation Day 32,” was inaugurated Monday, March 9, 2026, across multiple districts, with participation from government officials, RDF Chief of Defence Staff Gen. Mubarakh Muganga, and RNP Inspector General CG Felix Namuhoranye.
The initiatives focus on building infrastructure, schools, and nurseries, promoting healthcare, environmental protection, livestock farming, assisting vulnerable families, and establishing cooperatives.
Dr. Vincent Biruta, Minister of Internal Security, said the joint efforts reflect a commitment to enhancing citizen welfare, security, and national development. “These activities demonstrate the dedication of our security forces to serve the people and accelerate progress,” he said.

In Kamonyi District, Minister of Defence Juvenal Marizamunda oversaw construction of 10 classrooms, administrative buildings, and laboratories at Kigese Technical Secondary School. In Kigali’s Nyarugenge District, Education Minister Joseph Nsengimana and RNP Deputy IG Jeanne Chantal Ujeneza laid the foundation for 15 classrooms at Rwankuba School Complex.
Citizens in Gatsibo District joined tree-planting efforts to promote environmental conservation. CG Namuhoranye emphasized that sustainable security depends on community participation.
In 2025, RDF and RNP projects benefited more than 30,000 residents through medical services, construction of 70 homes for vulnerable families, 13 bridges, and 10 preschool classrooms.
