President Kagame reshuffles cabinet, replaces Foreign Minister

In a few weeks to the general elections scheduled on July 15, President Paul Kagame has reshuffled the cabinet.

Changes made on Wednesday, June 12 reshuffle saw Olivier Nduhungirehe appointed as Minister of Foreign Affairs and International Cooperation replacing Dr Vincent Biruta.

Nduhungirehe replaces Dr Vincent Biruta, who now heads to the Ministry of Interior. The latter replaces Alfred Gasana.

Nduhungirehe was Rwanda’s Ambassador to the Netherlands, and previously served as Minister of State in the Ministry of Foreign Affairs in charge of the East African Community from late 2017 to April 2020.

Between December 2015 and September 2017, he served as Rwanda’s ambassador to Belgium with accreditation to Luxembourg, the European Union.  

Yusuf Murangwa was appointed Minister of Finance and Economic Planning, replacing Dr Uzziel Ndagijimana. Prior to his appointment, Murangwa was Director General of the National Institute of Statistics of Rwanda (NISR).

Deputy director general Ivan Murenzi replaced Murangwa at statistics.

Consolee Uwimana took over as Minister of Gender and Family Promotion, succeeding Dr. Valentine Uwamariya who transitioned to the environment ministry.

Dr Jeanne d’Arc Mujawamariya who was Minister for Environment was moved to the Ministry of Public Service and Labour.

The cabinet also welcomes Olivier Kabera, formerly the Managing Director of Crystal Ventures’ construction arm, NPD Ltd, as Minister of State in the Ministry of Infrastructure. Linda Mutesi Rusagara joins the cabinet as well, though her specific portfolio is yet to be announced.

Kabera replaces Patricie Uwase while Rusagara, who has been CEO of Agaciro Development Fund, replaces Jeanine Munyeshuli who was recently fired as State Minister in the Ministry of Finance in charge of Resource Mobilisation and Public Investment.

Meanwhile, President Kagame made changes at the National Intelligence and Security Service (NISS) where Aimable Havugiyaremye was named Secretary General, replacing Maj. Gen. Joseph Nzabamwita.

Nzabamwita was moved to the Office of the President where he will serve as Senior Security Advisor.

Havugiyaremye was the Director General of the National Public Prosecution Authority (NPPA), a position that went to Angelique Habyarimana, who was his deputy.

Additionally, Ronald Niwenshuti was appointed Commissioner General of the Rwanda Revenue Authority (RRA), taking over from Pascal Bizimungu Ruganintwari.

Niwenshuti was the Deputy Commissioner General in charge of Large Taxpayers.

Dr Innocente Murasi was appointed RRA’s Deputy Commissioner General.

At Prosecution, the president promoted Ms Angelique Habyarimana while appointing her Prosecutor General to replace Havugiyaremye. The new prosecutor General made one step forward because she has been serving this institution as National Prosecutor.

In addition to being a member of the City Council, Fulgence Dusabimana was appointed Vice Mayor of the City of Kigali in charge of Infrastructure.

The new official is replacing Merard Mpabwanamaguru who left this office in December 2023.
