Rwanda, Senegal Seal Open Skies Deal to Strengthen Bilateral Ties

Rwanda and Senegal have signed a new bilateral air transport agreement aimed at easing travel between the two countries and strengthening economic ties.

According to a statement posted on X by Rwanda’s Ministry of Infrastructure, the deal includes provisions for open skies, increased economic cooperation, and expanded trade opportunities.

Rwanda’s Minister of Infrastructure, Dr. Jimmy Gasore, who signed the agreement on behalf of Kigali, described it as “a major new step that reinforces the already strong relations and advances cooperation between Rwanda and Senegal.”

The two nations enjoy longstanding ties, marked by frequent exchanges between heads of state and senior government officials. Most recently, President Paul Kagame visited Dakar on August 31, 2025, to attend the Africa Food Summit (AFS).

Rwanda and Senegal have also signed several cooperation agreements over the years, including a cultural partnership in 1975, a general cooperation pact in 2004, the establishment of a permanent joint commission in 2016, and a media cooperation agreement between Rwanda Broadcasting Agency (RBA) and Radiodiffusion Télévision Sénégalaise.

Senegal is home to a sizable Rwandan community, including students and families who migrated there more than four decades ago.
