Rwanda, Morocco Sign Prison Cooperation Agreement

Rwanda and Morocco have signed a bilateral agreement to strengthen cooperation in prison management and inmate rehabilitation, officials said Tuesday.

The signing took place during a visit by Rwanda Correctional Service (RCS) Commissioner General Evariste Murenzi to Morocco at the invitation of his Moroccan counterpart, DGAPR head Mohamed Salah Tamek. The event was attended by Rwanda’s Ambassador to Morocco, Umutoni Shakilla.

RCS spokesperson CSP Hillary Sengabo said the pact focuses on staff training, knowledge exchange, and improving the security and management of inmates. It also includes programs to help prisoners reintegrate into society after completing their sentences.

“Through this agreement, our staff will gain new skills, and both countries will share expertise in prison management and rehabilitation,” Sengabo said.

Rwanda and Morocco have collaborated since 2016 in agriculture, pharmaceuticals, industry, energy, and infrastructure development. Partnerships have included knowledge sharing in defense, water management, irrigation, agricultural investment, and the establishment of a local fertilizer plant in Rwanda.

The two countries maintain strong diplomatic ties, with Morocco operating an embassy in Kigali and Rwanda opening its embassy in Morocco in 2019.
