President Museveni reshuffles cabinet, retaining top inner circle

Uganda’s President Yoweri Museveni has announced a sweeping overhaul of his executive, striking a delicate balance between retaining key loyalists in the top tier of government and bringing in fresh faces across junior roles.

In a late-night constitutional declaration on Tuesday, the long-serving leader confirmed that Vice President Jessica Alupo and Prime Minister Robinah Nabbanja will remain in their respective posts to anchor the new administration.

The first lady, Janet Kataaha Museveni, also preserves her influential position at the helm of the Ministry of Education and Sports.

Analysts view the reshuffle as a strategy of continuity for Uganda’s political architecture, while slightly altering the guard in critical portfolios such as defense, energy, and foreign affairs.

Key Allies Locked In

Under the newly announced line-up, several veteran figures have successfully guarded their political dockets:

Rebecca Kadaga, the former Speaker of Parliament, retains her post as First Deputy Prime Minister and Minister for East African Community Affairs.

Jim Muhwezi remains in charge of the crucial Security docket under the Office of the President.

Norbert Mao, a prominent former opposition leader, keeps his assignment as Minister of Justice and Constitutional Affairs.

However, significant changes were introduced to the defense and security clusters. Kiryowa Kiwanuka leaves the Attorney General’s chambers to take up the mantle of Minister of Defence and Veterans Affairs, while veteran politician Dr. Crispus Kiyonga makes a notable return as Second Deputy Prime Minister.

According to the executive statement, the reshuffle is intentionally timed to align with the legislative lifecycle of Uganda’s 12th Parliament. President Museveni emphasized that the incoming cabinet’s immediate mandate will heavily prioritize local wealth creation initiatives, aggressive infrastructure development, and a push for cleaner public service delivery.

A number of high-profile departures from the core cabinet have been absorbed into advisory roles. Long-serving senior ministers including Ruth Nankabirwa, Hamson Obua, Francis Mwebesa, and Evelyn Anite have been designated as Senior Presidential Advisors. Meanwhile, outgoing official Dr. Kenneth Omona has been reassigned to the foreign mission track, designated to serve as a diplomat abroad.

By virtue of the powers given to the President of Uganda under Articles 108(1) and (2), 108A(1), 111(1), 113(1), and 114(1) of the 1995 Constitution of the Republic of Uganda, the following persons have been proposed for appointment as Vice President, Prime Minister, Cabinet Ministers, Ministers of State, and Senior Presidential Advisors.
