Rwanda Standards Board (RSB) has signed a cooperation agreement with the Agency for Aerial Navigation Safety in Africa and Madagascar (ASECNA) to provide ISO 9001 quality management certification services for the organization’s operations across member states.
The agreement was signed in Kigali on Friday during a meeting that brought together aviation and quality assurance experts to discuss certification services for ASECNA operations in 18 African countries and France.
RSB Director General Raymond Murenzi said the partnership will see Rwandan experts conduct inspections and audits over the next three years to assess compliance with international quality management standards.
“Our experts will travel to different ASECNA sites to verify whether the agreed quality standards are being implemented,” Murenzi said. “We expect to visit about 24 locations across the 18 countries during the three-year period.”

He said the partnership reflects growing confidence in Rwanda’s capacity to deliver internationally recognized certification and quality assurance services.
According to Murenzi, organizations that meet the required standards will receive internationally recognized quality certification issued through Rwanda, while those that fall short will be given time to address gaps before certification is granted.
ASECNA Director General Prosper Zo’o Minto’o said maintaining quality standards is critical to ensuring the safety and reliability of air navigation services across the region.
“Our stakeholders, including pilots and aviation service providers, rely on safe and high-quality services,” he said. “This process helps ensure compliance while encouraging continuous improvement in aviation safety and operational performance.”
ASECNA oversees air navigation safety and airport operations across 19 member states, including 18 African countries — Benin, Burkina Faso, Cameroon, Central African Republic, Comoros, Congo, Côte d’Ivoire, Gabon, Guinea-Bissau, Equatorial Guinea, Madagascar, Mali, Mauritania, Niger, Rwanda, Senegal, Chad and Togo as well as France.
