President Paul Kagame has promoted 5,746 police officers across different ranks, including five senior officers elevated to the rank of Commissioner of Police (CP).
The decision was announced early Thursday, April 9, 2026, by the Rwanda National Police.
Those promoted to Commissioner of Police are Jean Népomuscène Mbonyumuvunyi, Bertin Mutezintare, Emmanuel Karasi, Barthélémy Rugwizangoga and Fidèle Mugengana.
Ten officers were elevated to the rank of Assistant Commissioner of Police (ACP). They include Claude Bizimana, Adolphe Nyagatare, Rango Ndoli, Callixte Kalisa, Vincent Habintwali Bihigi, Antoine Munyampundu, Faustin Kalimba, Hodali Rwanyindo, Christian Safari and Alexis Nyamwasa.
The promotions also affected senior and junior officers. Five officers moved from Senior Superintendent of Police (SSP) to Commissioner of Police (CSP), while 94 officers were promoted from Chief Superintendent of Police (CSP) to Superintendent of Police (SP).
A total of 161 officers advanced from Chief Inspector of Police (CIP) to SP, 574 from Inspector of Police (IP) to CIP, and 17 from Assistant Inspector of Police (AIP) to IP.
Among non-commissioned officers, 282 officers were promoted from Staff Sergeant (S/SGT) to Chief Sergeant (C/SGT), while 763 moved from Sergeant (SGT) to Staff Sergeant.
At lower ranks, 1,886 officers were promoted from Corporal (CPL) to Sergeant, and 1,949 from Police Constable (PC) to Corporal.
The promotions cover senior officers, junior officers and rank-and-file personnel within the Rwanda National Police.
