President Kagame today presided over the signing of Performance Contracts – Imihigo, for the 2018/19 Fiscal Year with central and local government leaders.
The President also awarded the top best performing districts in recognition of their commendable performance in implementing Imihigo targets for the last fiscal year 2017/18.
The three top best performing districts are Rwamagana which managed to maintain first position with a 84.5% score, followed by Gasabo (82.5%), Rulindo (82.5%) and Gakenke (80.4).
In his remarks, President Kagame reminded leaders on the importance of coordination and collaboration, which is a key determinant of their performance.
“In 2017/18 imihigo, we have seen how our different districts performed. Those who scored 80% & above fell short on the remaining 10%. Why did that happen? This results from lack of coordination and collaboration. For those lagging behind, the issue is even worse” President Kagame said.
Introduced in 2006, Performance Contracts have been credited with improving accountability and accelerating the pace of citizen-centered development. The Contracts promote decentralization of governance and fast-track economic development.
The signing of Performance Contracts is an efficient mechanism to evaluate performance, learn from specific mistakes and move forward with collective efforts.
