Rwanda is set to open a Cyber Academy by the end of 2025 to help citizens learn about technology and digital security. The Minister of Information Technology and Innovation, Ingabire Paula, shared this exciting news during a meeting with lawmakers on Thursday, March 13, 2025.

Ingabire said the Cyber Academy will teach people how to use technology safely and protect their personal information online. The academy will also encourage young people to use technology to innovate and help develop the country.

“We will establish the Cyber Academy this year, and it will start offering training here in Rwanda,” said Minister Ingabire.

The academy’s courses will cover important topics like cybersecurity, digital innovation, and professional skills in technology. It aims to meet the country’s growing need for skilled workers in the digital world. The academy will also collaborate with international partners to stay updated on global trends.

The launch of the academy is part of Rwanda’s plan to improve digital education. By teaching people how to use and protect digital technology, the country hopes to build a strong, skilled workforce for the future.

Right now, 22% of Rwandans use technology for different services. While internet coverage is high, reaching 96% of the population and 75% of the country’s land area, there are still challenges to overcome. Minister Ingabire announced plans to ensure that every corner of the country will have internet access by 2029.

Currently, over 79,000 households now have internet, a big jump from just 7,500 in the past. However, challenges like the cost of the internet, digital skills gaps, and expensive devices still need to be addressed.

Ingabire reassured that efforts are underway to improve digital access, especially for young people. About 68.5% of Rwandans aged 10 and above now have basic digital skills, and campaigns to increase this number are ongoing.

“We are working to ensure that every Rwandan can access online services and contribute to our digital future,” she said.
